While it is possible to do this encounter at lower levels and low tier gear, believe me we've had 99 defence pures and people tanking with wooden shields complete this raid. We do have minimum requirements for learners so they can offer decent contribution to the raid while they learn. It's not that we think you're a noob, it's just your in a position to not make much difference whether you learn or not. Here's the requirement in order to sign up for a team.
-T80 or higher weapon
-T80 or higher armor
-a Beast of Burden (Terrorbird is level 52 summoning)
